highly recomend you fly with Ryanair, because of two simple reasons. They are incredibly cheap, and they fly to Reus airport which is the closest airport to the River Ebro.
They fly from Liverpool, Luton, Dublin, Stansted, Birmingham. Glasgow, to Reus Airport, which is listed as (Barcelona Reus). The flight time is about 2 hours, after that you will have a 40 minutes ride to Tortosa.
